Les gouvernements ouest-africains mettent en commun la gestion de pans de leur souveraineté – de la monnaie à la circulation des personnes ou à la régulation du commerce. Toutefois, les sanctions imposées par les institutions économiques et financières ouest-africaines suite aux coups d’États intervenus au Mali, au Burkina Faso et au Niger depuis 2020 ont engendré des processus de désunion. Ce dossier resitue les tensions autour de la zone franc et des unions économiques ouest-africaines dans des dynamiques régionales plurielles.

Este número de Gender & Development (G&D), con el que la revista celebra su especial número 100, pretende explorar y examinar críticamente las diversas estrategias que despliega la incidencia feminista para promover la justicia de género, representar los intereses de los grupos históricamente oprimidos y, al mismo tiempo, cuestionar el funcionamiento y las dinámicas de la incidencia dominante, dirigida, financiada y determinada por las políticas del Norte Global.
En concreto, busca construir un acervo de conocimientos, redes y aprendizajes sobre estrategias y experiencias de incidencia a escala local, regional y transnacional (especialmente las impulsadas desde el Sur Global), que abarcan diferentes escalas y generaciones y se desarrollan en diversos contextos geográficos.

Ce numéro étudie l’histoire comme cause en explorant les histoires vernaculaires portées par un nombre grandissant d’acteurs sociaux sur l’ensemble du continent africain. Inspiré des travaux de l’historien Reinhart Koselleck, il analyse les historicités, entendues comme un mode de rapport au passé, au présent et au futur des acteurs sociaux, qu’ils soient rappeurs, militants, journalistes, historiens artisans, gouvernements ou communautés locales.

En el Magreb, los programas de desarrollo sostenible se inscribieron en la matriz neoliberal difundida durante los años 1990. Guiado por la ecología política, este número propone un análisis crítico del desarrollo sostenible en un contexto neoliberal al que los Estados de la región se ajustan de manera normativa e instrumental. A través de la aplicación de forma diferenciada de las normas productivas y medioambientales, estos se encuentran al origen de mecanismos de poder que excluyen ciertos actores del acceso a los recursos. La llegada del neoliberalismo no se reduce a una privatización unívoca y hace del Estado un actor estratégico de un proceso contingente (a través de la no injerencia, la organización de los mercados, la desregularización de las políticas públicas).
Los estudios a nivel local restituyen la inestabilidad de la liberalización, al recordar que se trata de un proyecto en el que se apoyan diversos actores en función de sus intereses y cuyas formas de poder inducidas pueden ser cuestionadas. Los equilibrios precarios entre actores confrontados a dinámicas de mercado erráticas, a relaciones con el Estado contrastadas y a transformaciones medioambientales profundas, evidencian relaciones de poder fluctuantes. La evolución de conflictos y de alianzas entre grupos sociales a través de cambios económicos, institucionales y ecológicos, que pone de relieve las contradicciones emergentes entre desarrollo y sostenibilidad, está al origen de la desigualdad.

Il a longtemps été considéré – de manière réductrice – que l’action humanitaire avait vocation à soigner les maux physiques des populations de pays étrangers en proie à une crise d’origine politique (conflit) ou naturelle (catastrophe), et que l’action sociale avait pour objectif de pallier les dysfonctionnements d’origine sanitaire, juridique ou économique à l’œuvre dans l’espace « domestique » d’un pays donné. Cette distinction est-elle pertinente et, surtout, conforme à la réalité et aux besoins qui se font de plus en plus ressentir dans les pays dits développés ? De même que le développement et la paix sont venus s’arrimer à l’humanitaire pour former le nexus « humanitaire-développement-paix », serait-il inconcevable d’y associer l’action sociale ? Faudrait-il y voir une inadéquate confusion des genres, ou au contraire une nécessaire extension du domaine de la solidarité ? Une inutile complexification des objectifs, fonctions et canaux de financement, ou plutôt une salutaire mise en commun des compétences et savoir-faire des uns et des autres au moment où l’humanitaire, le développement et le social sont remis en cause comme jamais auparavant ?
It has long been argued – and rather simplistically so – that the purpose of humanitarian action is to treat the physical ailments of populations in foreign countries affected by political crises (conflicts) or natural disasters, whereas social action aims to mitigate health, legal or economic shortcomings within the “domestic” space of a given country. Is this distinction relevant and, above all, is it consistent with reality and the ever-increasing needs of so-called developed countries? Just as development and peace joined forces with humanitarian aid to form the “Humanitarian-Development-Peace” nexus, would it be inconceivable to add social action to the mix? Would this be seen as an inappropriate blurring of boundaries or a much-needed broadening of the scope of solidarity? Would it be a pointless complication of aims, roles and funding channels, or a welcome pooling of skills and know-how at a time when humanitarian action, development and social issues are facing unprecedented challenges?

Climate change is a global problem that requires a global solution. Achieving the goals of the Paris Agreement is a collective task in which everyone has a role to play. However, the climate transition is taking place in a world characterized by great inequality. The poorest countries, which have contributed the least to the problem, are in many ways the hardest hit by climate change. In addition, they have less access to the resources needed to shape the climate transition and, at the same time, face the challenge of substantially increasing total energy generation to meet development needs. Finally, the transition itself may lead to unfair effects, such as misconducts in the extraction of needed resources. It also increases inequality, poverty, instability and conflict. For these and other reasons, the AIV emphasizes that it is in the Dutch interest to step up efforts for international climate justice. Geopolitical developments are forcing the EU, and therefore the Netherlands, to consider ways of strengthening the international position of the euro. China, Russia, Brazil, Saudi Arabia, India and an increasing number of emerging economies are seeking an alternative to the current hegemony of the US dollar. The rules-based multilateral order is under pressure and the importance of power relations is increasing, including in the monetary domain. Insufficient consideration has been given to this strategic dimension in the Dutch debate. The AIV calls on the government to demonstrate greater urgency and commitment regarding this issue. In this advisory report the AIV makes a number of recommendations for strengthening the international role of the euro.

Türkiye's geopolitical role is now more important than ever. Located on the border between East and West and on the Black Sea, this NATO Ally maintains it can mediate in the war in Ukraine. In addition Türkiye fulfils a crucial role for the European Union in managing migration from fragile regions.
The relationship with Türkiye needs to be conceived in more strategic terms. Türkiye’s role on the world stage presents considerable dilemmas for the Netherlands. A proactive policy on the basis of various scenarios will enable the Netherlands to anticipate developments in and around Türkiye, according to the Advisory Council on International Affairs (AIV) in the advisory report ‘The Geopolitical Role of Türkiye: Trends and Future Scenarios’.

The rule of law, democracy and human rights are under serious pressure. Global power relations, the rise of autocratic regimes, migration issues and Russia’s invasion of Ukraine are compelling the Dutch government to change its approach to human rights policy. The strategy needs to change. These are the conclusions of the advisory report ‘Human Rights: A Core Interest in the Current Geopolitical Context’, which the Advisory Council on International Affairs (AIV) published on 7 July 2022.

The government announced in its coalition agreement that it would develop a Dutch Global Health Strategy. This is a positive step, as the alarming experiences with the COVID-19 pandemic and global inequality in access to healthcare and healthcare services have shown once more that existing global health policy is inadequate. However, a Global Health Strategy is only likely to succeed if the Netherlands aligns its priorities with those of the World Health Organization (WHO) and is prepared to promote global health in the broadest sense.

Rapid and structural changes in the global balance of political and economic power have prompted a debate in Europe on the need to modernise European industrial policy. Achieving greater strategic autonomy is a goal that is garnering widespread support in the EU, and one that the Dutch government endorses too, though it also stresses the importance of preserving an open economy. The future of European industrial policy is hugely significant for the Netherlands, not least because of the Dutch economy’s dependence on international markets, and the Netherlands’ strong industrial sector.
The government has asked the AIV to advise on how the Netherlands can best position itself in the EU debate on industrial policy. In its request for advice, the government also asks what the Netherlands’ stance should be towards international partners outside the EU. Lastly, the government asks the AIV to advise on whether the Netherlands needs to adjust its position on European industrial policy.

Fully autonomous weapon systems cannot be deployed in accordance with the rules of international humanitarian law and must therefore be prohibited. There is also a need for better regulation of semi-autonomous weapon systems. The AIV and the CAVV call on the Dutch government to make efforts to this end. The Netherlands should also invest in the development and responsible use of new defence technologies in collaboration with NATO countries.

Social protection, particularly income security, demonstrably improves the position of the poorest people in Africa. The Advisory Council on International Affairs (AIV) believes that Dutch involvement in social protection programmes is most successful when it is part of a multilateral effort and takes account of local conditions. There is no point in the Netherlands participating in social protection initiatives if locally there is a lack of political will, stability or trust between citizens and their government. To make long-term funding possible, the AIV also recommends that the Netherlands press internationally for combating tax avoidance.
