Los textos recogidos componen un collage con el que hemos tratado, si no de hacer un balance completo, al menos sí ofrecer una reflexión ilustrativa de los cambios vividos en estos cuarenta años.
Si bien algunas dinámicas –la demográfica o la superación de los límites naturales– se podían vislumbrar allá por 1985, otros procesos han resultado más sorpresivos, tanto en los ámbitos de la economía y la geopolítica como en los de la tecnología y las dinámicas culturales.
Resulta imposible encapsular la realidad y sus múltiples manifestaciones en unas pocas páginas. Lo que sí está claro es que a medida que avanza la crisis ecosocial, se cierra una ventana de oportunidad con todo un abanico de caminos posibles. Nuestras opciones se reducen, y actualmente se decantan en determinadas direcciones, con ciertos factores estructurantes realimentándose entre sí. A pesar de movernos en un contexto tan complejo, el futuro –hoy como siempre– no está escrito y, más que nunca, es tiempo de reflexión y acción.

El número 69 de Ecología Política celebra la vitalidad de la ecología política latinoamericana y caribeña como una práctica viva, enraizada en los territorios en disputa, los cuerpos que resisten y los saberes que defienden la vida. Más allá de lo académico, esta corriente se expresa en luchas concretas, memorias colectivas y comunidades organizadas que reconfiguran conceptos como deuda ecológica, cuerpo-territorio, extractivismo o colonialismo verde.
La edición recoge voces del Sur Global, feminismos que denuncian la violencia extractiva, y resistencias criminalizadas que reinventan horizontes de justicia. Agroecología, arte, residuos urbanos y ontologías relacionales se entrecruzan propuestas que invitan a sentipensar otros mundos posibles, donde la justicia ambiental y social caminan juntas.

Los procesos de secularización mostraban sus límites y los vacíos que dejaba el «desencantamiento» del mundo eran ocupados por viejas y nuevas religiones y creencias, desde formas de fundamentalismo religioso hasta difusas sensibilidades new age. ¿Cómo pensar las creencias en la actual era de desencanto? Climate change is a global problem that requires a global solution. Achieving the goals of the Paris Agreement is a collective task in which everyone has a role to play. However, the climate transition is taking place in a world characterized by great inequality. The poorest countries, which have contributed the least to the problem, are in many ways the hardest hit by climate change. In addition, they have less access to the resources needed to shape the climate transition and, at the same time, face the challenge of substantially increasing total energy generation to meet development needs. Finally, the transition itself may lead to unfair effects, such as misconducts in the extraction of needed resources. It also increases inequality, poverty, instability and conflict. For these and other reasons, the AIV emphasizes that it is in the Dutch interest to step up efforts for international climate justice. Geopolitical developments are forcing the EU, and therefore the Netherlands, to consider ways of strengthening the international position of the euro. China, Russia, Brazil, Saudi Arabia, India and an increasing number of emerging economies are seeking an alternative to the current hegemony of the US dollar. The rules-based multilateral order is under pressure and the importance of power relations is increasing, including in the monetary domain. Insufficient consideration has been given to this strategic dimension in the Dutch debate. The AIV calls on the government to demonstrate greater urgency and commitment regarding this issue. In this advisory report the AIV makes a number of recommendations for strengthening the international role of the euro.

Türkiye's geopolitical role is now more important than ever. Located on the border between East and West and on the Black Sea, this NATO Ally maintains it can mediate in the war in Ukraine. In addition Türkiye fulfils a crucial role for the European Union in managing migration from fragile regions.
The relationship with Türkiye needs to be conceived in more strategic terms. Türkiye’s role on the world stage presents considerable dilemmas for the Netherlands. A proactive policy on the basis of various scenarios will enable the Netherlands to anticipate developments in and around Türkiye, according to the Advisory Council on International Affairs (AIV) in the advisory report ‘The Geopolitical Role of Türkiye: Trends and Future Scenarios’.

The rule of law, democracy and human rights are under serious pressure. Global power relations, the rise of autocratic regimes, migration issues and Russia’s invasion of Ukraine are compelling the Dutch government to change its approach to human rights policy. The strategy needs to change. These are the conclusions of the advisory report ‘Human Rights: A Core Interest in the Current Geopolitical Context’, which the Advisory Council on International Affairs (AIV) published on 7 July 2022.

The government announced in its coalition agreement that it would develop a Dutch Global Health Strategy. This is a positive step, as the alarming experiences with the COVID-19 pandemic and global inequality in access to healthcare and healthcare services have shown once more that existing global health policy is inadequate. However, a Global Health Strategy is only likely to succeed if the Netherlands aligns its priorities with those of the World Health Organization (WHO) and is prepared to promote global health in the broadest sense.

Rapid and structural changes in the global balance of political and economic power have prompted a debate in Europe on the need to modernise European industrial policy. Achieving greater strategic autonomy is a goal that is garnering widespread support in the EU, and one that the Dutch government endorses too, though it also stresses the importance of preserving an open economy. The future of European industrial policy is hugely significant for the Netherlands, not least because of the Dutch economy’s dependence on international markets, and the Netherlands’ strong industrial sector.
The government has asked the AIV to advise on how the Netherlands can best position itself in the EU debate on industrial policy. In its request for advice, the government also asks what the Netherlands’ stance should be towards international partners outside the EU. Lastly, the government asks the AIV to advise on whether the Netherlands needs to adjust its position on European industrial policy.

Fully autonomous weapon systems cannot be deployed in accordance with the rules of international humanitarian law and must therefore be prohibited. There is also a need for better regulation of semi-autonomous weapon systems. The AIV and the CAVV call on the Dutch government to make efforts to this end. The Netherlands should also invest in the development and responsible use of new defence technologies in collaboration with NATO countries.

Social protection, particularly income security, demonstrably improves the position of the poorest people in Africa. The Advisory Council on International Affairs (AIV) believes that Dutch involvement in social protection programmes is most successful when it is part of a multilateral effort and takes account of local conditions. There is no point in the Netherlands participating in social protection initiatives if locally there is a lack of political will, stability or trust between citizens and their government. To make long-term funding possible, the AIV also recommends that the Netherlands press internationally for combating tax avoidance.
